Co-chairs of A Broader Bolder Approach to Education, Helen Ladd, Pedro Noguera, and Tom Payzant respond to President Obama’s remarks at a Washington, D.C., high school on March 28 which establish principles for testing and accountability that form the basis for reauthorization of the Elementary and Secondary Education Act (ESEA). However, the president’s statements seem to conflict with administration policy in both its Race to the Top program and in its proposals for reauthorization of the ESEA.
